The international conference “The Modern State and Global Security” was held on September 14 in Yaroslavl under the auspices of the President Dmitry Medvedev. The conference was organized by the Institute of Social Research (INOP), Institute of Contemporary Development and Yaroslavl Demidov State University.
 
The event was attended by over 500 representative of 18 countries. Among them were Spanish Prime Minister, José Luis Rodríguez Zapatero and French Prime Minister Francois Fillon. President Medvedev made a speech.
 
The conference was attend by renowned scientists from different countries Thierry de Montbrial; Alvin Toffler; George Islay McNeil Robertson; Dirk Berg Schlosser; Immanuel Wallerstein; Fareed Zakaria; Romano Prodi, among others.
 
Russia was represented by head of federal authorities Sergei Naryshkin, Vladislav Surkov, Sergei Mironov, Boris Gryzlov, Valery Zorkin, Sergei Sobyanin, Sergei Lavrov etc.; leaders of political parties and political movements – Vladimir Zhirinovsky, Gennady Ziuganov, Gennady Semigin, Sergei Mitrokhin, Boris Titov, Georgy Bovt etc.; governors of Russia’s regions – Georgy Boos, Oleg Kozhemyako, Yury Neyolov, Aman Tuleev, President of Chuvashia Nickolai Fyodorov, President of Ingushetia Yunus-bek Yevkurov; heads of municipal units, businessmen, heads of the leading Russian educational institutions - Nickolai Kropachyov, Viktor Sadovnichy, Anatoly Torkunov; heads of academic institutions – Ruslan Grinberg, Alexander Dynkin, Andrey Lisitsyn-Svetlanov etc.; representatives of expert and analytical centers  - Dmitry Badovsky, Vyacheslav Nikonov, Alexander Oslon etc.; heads of the leading mass media – Oleg Dobrodeev, Mikhail Komissar, Vladimir Mamontov, and Konstantin Remchukov, among others.
 
The conference was divided in four sections entitled “Social Responsibility of the Modern State as a Factor of Global Stability”, “Modern State: Diversity of Democratic Experience”, “Interstate Cooperation and Efficiency of Global Institutions” and “Modern State Against Terrorism, Separatism and Xenophobia”.
 
The section entitled “Interstate Cooperation and Efficiency of Global Institutions” was aimed at identification of a renewed model of interstate cooperation in order to eliminate general contemporary threats. The discussion was moderated by head of the Institute of Contemporary Development Igor Yurgens, and president of the French Institute of International Relations Thierry de Montbrial.
