Dmitry Milovantsev graduated from St. Petersburg State University of Economics and Finance in 1994 with a degree in Economic Cybernetics.  Prior to entering state service, Mr. Milovantsev was director of the Internal Economic Analysis Audit Department at Svyazinvest (2000-2002), head of corporate finance for the treasury department of RAO UES (2000) and Director for Banking Services Development at the St. Petersburg Bank for Reconstruction and Development (1994-2000).
 
From 2003 to 2008 Dmitry Milovantsev served as Deputy Minister for Information Technology and Communications of the Russian Federation.
